CAPTAIN AMERICA SENTINEL OF LIBERTY #13 picks up after the events of the last issue that saw Bucky Barnes and White Wolf team up to strike at the heart of the Outer Circle conspiracy, while Steve Rogers, Sam Wilson, and their allies were caught in the crossfire.

Bucky and White Wolf infiltrated an Outer Circle compound in the Soviet Union. They were quickly captured but managed to escape while stealing a valuable piece of information, leading to a confrontation with Baron Zemo.

Meanwhile, Steve and Sam led a team of Avengers on a mission to stop the Outer Circle from launching a nuclear weapon. They were successful in stopping the launch, but needed rescuing by the Avengers.
